Projects Special Flushing Waterfront District

The transformative master plan of the Special Flushing Waterfront District redefines the neighborhood’s relationship to the waterfront.

The rezoning created an important chance to turn a formerly industrial, underutilized area into a vibrant, mixed-use community. Hill West Architects led the rezoning and master plan, designing a 2.78 million square foot development across 29 acres that blends residential, commercial, and hotel uses.

For the first time, residential construction was allowed under the new zoning, enabling the creation of thousands of new housing units, including affordable homes. The updated framework introduced flexibility in scale, use, and circulation, allowing Hill West to shape a dynamic urban environment that combines living, working, and gathering spaces.

A central goal of the plan was to reconnect the neighborhood to Flushing Creek through new public open spaces, pedestrian paths, and view corridors. These features activate the waterfront and create an accessible, human-scaled streetscape that links the built and natural environments.

Through thoughtful planning and design, the rezoning laid the foundation for a thriving new district that encourages community engagement, supports local businesses, and brings much needed accessibility to Flushing’s waterfront.
