L. Stephen Hill, AIA, NCARB – Founding Partner

With more than 30 years of experience, L. Stephen Hill’s designs have made a significant contribution to the New York City skyline. Known for his clear, concise vision, Hill has crafted a variety of buildings, from high-rise residential towers and mixed-use hotels to retail spaces, historic renovations, adaptive re-use projects, and commercial office space.

Hill co-founded Hill West Architects with the goal of providing clients a firm focused on unparalleled quality for highly functional buildings. His expertise in the design and technical development of residential buildings is the foundation for his career. His portfolio includes Olympia, Skyline Tower, The d’Orsay, Waterline Square, One Riverside Park, 44-01 Northern Boulevard, and the renovation of the Plaza Hotel. Hill lead the development of the firm’s first Passive House project, Gemma Gramercy.

Prior to founding Hill West Architects, Hill was a partner at Costas Kondylis and Partners. He is a graduate of Pratt Institute, has NCARB certification, and is licensed in several states.

David West, FAIA, NCARB, Founding Partner, Hill West Architects, is an architecture industry veteran with over 35 years of experience. West has played a seminal role in the advancement of housing design and the high-rise apartment building typology in New York City, establishing national and international models for urban housing.

As one of the founding partners, West continues to lead design projects that have included Bankside, 363 and 365 Bond Street, PLG, Sky, 1399 Park Avenue, and Ocean Drive. He is a firm believer that New York City’s greatest strength as a metropolis is the zoning framework that has enabled rapid development on a grand scale. As a zoning authority, West has conducted thousands of feasibility studies and has been involved with nearly 100 completed projects. Additionally, through his extensive background in land-use approvals including the ULURP process, Variances and Landmarks Commission Approvals, he is frequently involved in projects from the earliest stages of land assembly, giving him a unique perspective into the practical aspect of various development solutions.

In 2018, the Jury of Fellows of the AIA elevated West to the College of Fellows in the second category of Fellowship, which recognizes architects who have made efforts “To advance the science and art of planning and building by advancing the standards of architectural education, training, and practice,” according to the organization’s definition, joining the AIA membership’s three percent distinguished with Fellowship and honorary Fellowship.

Prior to co-founding Hill West Architects, West was a partner at Costas Kondylis and Partners. Previous positions include Hardy Holzman Pfeiffer and John Harding Architects. He received his degree in Architecture from University of California at Berkeley. An expert in the industry, West has given numerous lectures and participated on panels at such institutions as the AIA, Department of City Planning, Real Estate Board of New York, New York University, and Columbia School of Real Estate. Fascinated by archeology, the ancient ruins in the Yucatan is one of his favorite places. On days off, West is home in Weehawken often designing and building furniture.

Jason Dubowski, AIA NCARB LEED AP – Associate Partner

Jason Dubowski has over 15 years of experience that spans a broad range of residential and mixed-use developments in New York City. He is an energetic team leader with a proven track-record in project management and executive architect roles. Dubowski has successfully managed projects from preliminary design through construction administration, with his most recent projects including 250 West Street, 1100 Myrtle Avenue, and 23-15 44th Road. From a young age, Dubowski had a keen eye for architecture and construction, often times sketching his childhood home and neighborhood projects on graph paper to conceptualize how a project could look.

Before being named the youngest associate partner at Hill West Architects, Dubowski was a senior associate at Goldstein, Hill & West Architects, and prior to that worked at Costas Kondylis and Partners. Dubowski graduated with honors from the School of Architecture at the University of Texas at Arlington.

Dubowski was recognized by Building, Design + Construction’s 40 Under 40 in 2023 for his national leadership in architecture.

Nick Koumarnetos – Associate Partner

Nick Koumarnetos brings over 25 years of architectural experience to Hill West Architects. With an eye for construction and design, he has worked on a wide range of building types including high-rise residential towers, mid-rise low income, and luxury apartment buildings as well as commercial and mixed-use projects.   He has successfully managed projects from schematic design through construction administration. Koumarnetos’ most recent work includes The Aldyn, The Ashley, One Riverside Park, 71 Smith Street and Waterline Square.

Prior to being named associate partner at Hill West Architects, Koumarnetos was a senior associate at Goldstein, Hill & West Architects and Costas Kondylis and Partners. Koumarnetos received a Bachelor of Art in Architecture from New York Institute of Technology. When not envisioning the next project for Hill West Architects, he is often known to renovate apartments for leisure and also spends time with his family at the beach, either on Long Island or in Greece.

Michael Rose, RA – Associate Partner

Michael Rose has over 25 years of experience working on all aspects of a development, from the initial concept phase through construction, with a special proficiency in exterior envelope and curtain wall. Architecture is a passion for Rose as he enjoys the way projects come together, and how the team at Hill West Architects is able to execute their vision.  In his current role at Hill West Architects, Rose has been involved in a broad range of the firm’s projects, including Sky, 365 Bond Street, The Hub, 22 Central Park South and Reade Chambers.

Prior to being named associate partner at Hill West Architects, Rose was a senior associate at Goldstein, Hill & West Architects. Rose also held positions at Costas Kondylis and Partners, Pei, Cobb, and Freed and Partners Architects where he focused on exterior wall design and had the opportunity to work on institutional and commercial projects. Rose received a bachelor’s degree in architecture from Rice University. A Texas native, Rose moved to New York City and currently resides on the Upper East Side with his wife and two children, where he still enjoys building with Legos.

Sean Dawson, RA, LEED AP – Senior Associate

Sean Dawson has been a part of the Hill West Architects team since early 2012. He works directly with firm Partner, David West, one of New York City’s premiere zoning experts, in the managing and consulting of proposed and current projects. Sean works primarily in zoning, code, and general compliance issues, as well as project feasibility, massing, planning, and preliminary design.

Sean has worked extensively in all aspects of single and multifamily housing in New York City. He has worked in real estate development, architectural design, construction and fabrication, for luxury, market-rate, and affordable housing types.

Sean is a graduate of Miami University of Ohio with a Bachelor’s Degree in Architecture and has a Master of Architecture from Columbia University.

Sarah Ladner Gomez, RA – Director of Accessibility and Code

Sarah Ladner Gomez started her architectural career over 20 years ago working primarily on residential buildings. Sarah now focuses on accessibility and code compliance, completing reviews within each project phase. Moving between project teams allows her to convey the breadth of knowledge and experience of a large firm to each boutique project team within the office.

Bringing her extensive understanding of code and accessibility standards and her background in project management together allows Sarah to effectively identify opportunities for project improvement from layout through construction administration.

Sarah has worked on a wide range of building types including high rise residential towers, luxury apartment buildings, institutional, and mixed use projects. As an Associate, Sarah successfully managed projects from schematic design through construction administration. Her most recent work includes 508 West 24th Street, Riverside Center ULURP, and Two Waterline Square.

Before joining the team at Hill West Architects, Sarah worked for Costas Kondylis and Partners, Garrett Gourlay Architect, and H. Thomas O’Hara Architect. Sarah made significant contributions to a number of projects including 100 West 18th Street, Vesta 24, The Opal, and 425 5th Avenue.

Sarah received a Bachelor of Science in Architecture from McGill University in Montreal, Canada. She has been a Registered Architect in the State of New York since 2008.

Maria Rango – Director of Operations

Maria Rango has over 15 years of financial and management experience. She oversees the financial, accounting, and administrative affairs of Hill West.

Rango joined Hill West (formerly Goldstein, Hill & West) at its inception in 2009 establishing the firms accounting and administrative policies, procedures and strategies. Prior to Hill West, Rango served as an accounting team member at Costas Kondylis and Partners and Vanderbilt Appraisal Company. She has strong focus on human capital management; developing and implementing on-boarding, training and development, performance management, employee retention, benefits management, and employee relations for the firm.

Rango holds a Masters in Organizational Psychology.

Breana Vultaggio – Human Resource Manager

Breana Vultaggio has over 10 years of office management and human resource experience. She joined Hill West (formerly Goldstein, Hill & West) in 2012 and has since become the face of recruitment for Hill West.

Along with running daily operations including employee relations, benefits administration, recruitment, on-boarding of new hires, and employee performance, she also spearheads employee development and coordinates all company and client events.

Vultaggio is a graduate of St John’s University and holds a degree in Psychology.

Michael Stevick - Director of Business Development

Michael Stevick brings over 12 years of experience in the New York City architecture and real estate industries to Hill West. In his role as the Director of Business Development, Stevick is responsible for identifying new business opportunities, strengthening the presence of Hill West in the architecture, design and real estate sectors, and leading sales, marketing, and client relationship management.

Prior to joining Hill West, Stevick worked for Perkins Eastman and TPG Architecture, where he handled marketing strategy and execution, business development, project management, revenue growth, and content strategy. Stevick was instrumental in successfully executing strategic marketing programs that built awareness, increased client engagement, and drove growth within the industry.

Stevick holds a Bachelor of Arts degree in Economics from Villanova University. He is an avid runner and regularly competes in races throughout the year including the past three New York City Marathons.

Allan Agopian, RA – Senior Associate

Allan Agopian brings over 24 years of architectural experience to Hill West. Allan has worked on multiple building types including high- and mid- rise residential towers, luxury apartment buildings as well as commercial and mixed use projects. He has managed projects from schematic design through construction administration. Allan’s most recent works include Skyline Tower, The Sutton, 550 West 29th Street condominiums, and One Sutton Place North.

Prior to Hill West Architects, Allan worked for Costas Kondylis and Partners. While at Costas Kondylis, Allan worked on a multitude of projects including The Atelier and the Ritz-Carlton in White Plains.

Allan received a Bachelor of Arts in Architecture from New York Institute of Technology.

Zuzzette Agopian – Senior Associate

Zuzzette Agopian brings over 23 years of architectural experience. She has worked on a wide range of building types including high rise residential towers, mid-rise low income buildings, luxury apartment buildings as well as commercial and mixed use projects. She has successfully managed projects from schematic design through construction administration. Agopian’s most recent work includes Reade Chambers, Chelsea 29, 130 William, 7 Platt Street, and 263 Prospect Avenue.

Prior to Hill West Architects, Agopian worked for Costas Kondylis and Partners. During her tenure there, Agopian made significant contributions to a number of projects including 10 Barclay Street, Hotel Delmonico, 45 Park Avenue, and Battery Park City Site 23 and 24.

Agopian received a Bachelor of Science in Architecture- a 5 year degree in the Philippines at University of Santo Tomas.

Mourad Berrouane – Senior Associate

Mourad Berrouane has over 16 years of experience with an extensive background in project management and design for large scale luxury residential, hotel, and retail projects. His experience is a great tool in helping clients and teams throughout the building process. Utilizing BIM, he leads his teams through all phases of projects, always striving for the best methodology to streamline coordination and maintain open team communication.

His recent work includes 363 Bond Street, 91 Leonard, 7 West 57th Street, and Waterline Square where he worked on the below grade amenity space.

Prior to joining Hill West Architects, Berrouane was a project architect/manager at Gene Kaufman, Architect P.C. in New York. There, he oversaw zoning analysis, design, and production of several buildings in the area, including 44-15 Purves Street, a 48-unit condo, the Viceroy Hotel 120 West 57th Street, a 29-story luxury hotel, 206 East 52 Street, a 29-story hotel with restaurant, 10-50 Jackson Avenue, a 12-story condominium with 37 residential units plus retail, among many others.

Berrouane received a Master of Architecture and Urban Design from the New York Institute of Technology.

Lou Concepcion – Senior Associate

Lou Concepcion brings over 45 years of architectural experience to Hill West Architects and has supervised and coordinated the completion of numerous large scale projects. His recent projects include Waterline Square, 56 Fulton Street, and 71 Smith Street. Concepcion has also worked on fourteen separate buildings along the Hudson at Riverside Center.

Prior to Hill West Architects, Concepcion worked as a Senior Architectural Designer and Job Captain at Lev Zetlin Associates. There he worked on projects including Nippon Airline Cargo Terminal, SAS Airline Cargo Terminal, and the Long Island Railroad Station. Concepcion has also worked at Stephen Kagel Associates  and Gabriel Formoso as an Architectural Designer.

Concepcion received a Bachelor’s Degree in Architecture from the University of Santo Tomas in Manila, Philippines.

Marlon Cruz Jr., AIA, NCARB - Senior Associate

Marlon Cruz, an Architect with a 20-year professional background, has gained extensive expertise in various large-scale residential and mixed use projects across New York, New Jersey, and Pennsylvania. His collaborative efforts have encompassed a diverse range of residential properties, including luxury condominiums, market rate rentals, hotels, supportive housing, and senior residences. Marlon is actively engaged in all aspects of project development, from the initial schematic designs to the ultimate construction phase.

Marlon received a Bachelor of Architecture and a Bachelor of Science in Architecture from The City College of New York.

Frank D’Angelo, AIA – Senior Associate

With over 20 years of professional experience as an architect, Frank D’Angelo has played a leading role on a wide variety of large scale, residential, hotel, and institutional projects throughout New York City. He has collaborated on a wide range of building types – from high rise luxury residential towers, mixed-use hotel with residential and light commercial components, mid-rise urban developments, to low income housing.

In Queens he led the realization of Tower 28, a 451 multi-family residential tower that stands in the heart of Long Island City. In Manhattan, he has completed two high profile luxury condominium buildings on the west side; 250 West 81st Street and The d’Orsay at 211 West 14th Street. Frank is currently working on Gemma Gramercy, a new, highly energy efficient, passive house building on the corner of 23rd Street and Third Avenue. In Brooklyn, Frank has completed two projects in Williamsburg; The Williams, a 130-story, 82 unit tower and 470 Manhattan Avenue, an 8-story, 101 unit mid rise urban development.

Frank excels in leading design teams in all aspects of the process – from schematic concept and design development, through the construction document phase, to completed construction. His consistent contact with clients ensures careful management of projects as they progress.

Frank is a member of the American Institute of Architects and a Registered Architect in New York State. He received his Bachelor of Architecture from the New York Institute of Technology.

Viraj Hankare - Senior Associate and Designer

Viraj Hankare is an enthusiastic, process driven senior designer. Throughout his career, his attentiveness to facilitating informed decision making has motivated his focus on trends in design technologies. Viraj’s project management prowess throughout the full development process is evident through his delivery of projects within strict timelines and budget constraints.

Prior to joining Hill West Architects, Viraj was an associate at John Fotiadis Architects where he focused on designing boutique multifamily residential projects in New York and Europe. Early in his career Viraj jumpstarted his specialization in multi-unit residential high-rises through his work at architectural firms in the Middle East. Viraj is an alumnus of Texas A&M where he received his Master in Architecture.

Andreas Ignatiou – Senior Associate

Andreas Ignatiou has 14 years of architectural experience spanning two continents.  A Senior Associate at Hill West, his work has focused on high and mid-rise residential buildings, as well as affordable housing and mixed-use projects.  He has led projects from schematic design to construction completion.  His most recent work includes 355 Exterior Street, 2230 Cropsey, and 1 Flatbush.

Prior to joining Hill West Architects, Andreas practiced architecture in Cyprus at Vafeades and Co., working on luxury housing projects from conceptual design through construction administration. He also previously worked at Costas Kondylis and Partners.

Andreas holds a Bachelor of Architecture from Pratt Institute.  He enjoys traveling and exploring new cities by running, always training for his next marathon.

Steven Borecki – Associate

Steven Borecki has 30 years of experience with an extensive background in new and renovation construction and construction administration for large scale residential and mixed use construction. His extensive experience is a great help in driving the project from design development through completion. His recent work includes 71 Smith Street and 50 Riverside Boulevard, also 400 West 61st Street, 10 Riverside West Boulevard, and 639 West 59th Street of the Riverside Center.

Prior to Hill West Architects, Borecki has worked for several firms including Michael Lynn & Associates, Ehasz Giaclone Architects, and Wank Adams Slavin Associates and Costas Kondylis in construction administration at over 30 new and existing projects in the metropolitan area including Port Liberte in Jersey City and Amalgamated Warbasse Houses in Coney Island.

Borecki has a Bachelor of Science in Engineering from Rensselaer Polytechnic Institute.

Scott Franklin, RA, AIA, NCARB - Associate

Scott Franklin is an Associate at Hill West Architects with over 20 years of professional experience. He has played a leading role in all phases of architectural design from concept through completion of construction, with extensive experience in the project management of large-scale luxury residential projects in New York City.

Scott’s most recent project is 270 Nostrand Avenue in Brooklyn. Prior to joining Hill West Architects, he was an Associate at SLCE Architects, and prior to that a Senior Project Manager at HTO Architect. During his tenure at these New York based firms, he was the lead on multiple high-rise residential projects, including 200 E. 83rd Street, The Centrale, Eagle Lofts, and the Ludlow Hotel.

Scott is a Registered Architect in New York State and a member of the American Institute of Architects. He received his Bachelor of Architecture from New York Institute of Technology.

Anthony Ianniciello, RA - Associate

Anthony has over 30 years of architectural experience including single and multi-family buildings. His diversity ranges from affordable and supportive housing to luxury rental and condominiums. He has extensive knowledge of building systems, construction and interior architecture, and brings a deep understanding of the complexities around the design and implementation process. Throughout his career he has always been passionate about practicing an extensive and thoughtful approach to design and coordination on all his projects.

He has worked on numerous prominent and published buildings throughout New York metropolitan area. Before joining Hill West, Anthony worked on Highgarden Tower in New Rochelle, New York, an affordable, multi-family residential project and The Edge in Williamsburg, Brooklyn, New York, four luxury, high-rise residential buildings.

Anthony is an alumnus of the Pratt Institute, where he received his Bachelor’s degree in Architecture.

Kyungwook Jang, LEED AP – Associate

As a design architect, Kyungwook Jang is responsible for projects’ exterior design concepts for Hill West Architects. His practice continues from the creation of massing through design development and construction phase to execute the concept successfully. He participates in feasibility studies frequently. His design sensibility is shown on numerous buildings of Hill West. During his professional career, he has worked on over 30 projects built or under construction in New York and South Korea.

Prior to joining Hill West, Kyungwook was the Design Director of New York Projects for Costas Kondylis & Partners. He has played a major role in the design of projects such as The Continental, 80 Dekalb Ave, Columbus Square, and Barclay Tower.

Kyungwook received his Bachelor of Architecture degree from Pratt Institute.

Edmund Leveckis – Associate

Edmund Leveckis has over 20 years of professional experience within the architecture field.

Prior to Hill West Architects, Leveckis was employed by number of notable firms including Costas Kondylis and Partners and Robert A.M. Stern Architects.

Leveckis has participated in a number of projects including 56 Leonard Street, The Plaza Hotel Condominium Conversion, The John L. Vogelstein ’52 Dormitory – The Taft School, Broadway Residence Hall – Columbia University, and Sterling Law School Renovations – Yale Law School.

Leveckis holds a Bachelor in Architecture from the Boston Architectural Center as well as an Associate’s Degree in Civil Engineering from the Blue Hill Technical Institute.

Julio Magarino - Associate

Julio has over 25 years in the New York Market, and is extremely well versed with intricacies of New York Zoning and Building Code. Julio has extensive experience in dealing with city agencies, such as City Planning Commission, Landmarks Preservation Commission, and the Department of Buildings.

Prior to joining Hill West as an Associate, Julio and his partners created Form4 Design Studio, where he was a director, and handled all aspects of projects from conception to completion. Julio also worked with HTO Architect for over 20 years, and played a key role in overseeing and executing many projects of varying size and typology.

Growing up I would build intricate box and blanket forts that had multiple rooms with openings and connecting tunnels. Today, I’m part of a team that designs and builds complex residential towers from the ground up. If only 7 year old me could see me now.

Sarah Oller Nevado, Assoc. AIA, LEED AP BD+C – Associate

Sarah Nevado has over fourteen years of extensive architectural experience in multiple large scale residential high rises, private residential, small commercial and corporate interior projects.  At Hill West she is involved in multiple phases of project delivery from schematic design to construction administration and has managed projects from the earliest phases of development to construction.  She has worked on several rental buildings with inclusionary housing and affordable units. Her recent works range in site complexities, size, and are located in four different boroughs: Manhattan – Sky; Brooklyn – The Hub and Ocean Drive; Queens – Halletts Point; and the Bronx – Third at Bankside and Lincoln at Bankside.

Sarah is a graduate of New Jersey Institute of Technology where she graduated Magna Cum Laude with a Bachelor of Architecture degree and as a provost fellowship scholar received her Master of Infrastructure and Planning.  She enjoys traveling, cooking, and hiking.

Vito Roseto – Associate

Vito Roseto is an Associate at Hill West Architects. He is a licensed Architect registered in the State of New York and has over 12 years of experience in the field. During that time he has managed a variety of unique projects ranging from one million square foot mixed use buildings to high-end single family homes. This range in scale has helped him develop a skill of seeing the big picture while also focusing on the important details. Furthermore, this experience has allowed him to work with some of best developers, designers, engineers, and contractors in the industry. His most recent projects include Two Waterline Square in New York, NY and Bankside in the Bronx, NY.

Vito received a Bachelor of Architecture degree from the New York Institute of Technology where he received the Architecture Chair’s Award. During his time in school, he studied abroad in Berlin where he worked alongside German Architecture students in a joint studio. After graduating from NYIT, The Dean of Architecture invited him back to serve as an Adjunct Professor.

When Vito is not focused on his passion for Architecture, he can be found spending his time with his wife, Maegan and their three children on Long Island.

Paul Stein, LEED AP - Associate / Senior Designer

Paul’s passion for LEGO as a young person jumpstarted his interest in architecture. In high school, he participated in a yearlong architecture course and internship with Gruzen Samton. While completing his Bachelors of Architecture at Pratt Institute, he interned at Studio Castellano, UnSPACE and GGA Architecture PLLC. Paul previously worked for Kevin Hom Architect, PC on projects in New York State and beyond, taking higher education and institutional facility projects from concept through CA.

Paul has been a member of the Hill West team since 2013. As an Associate/Senior Designer, he leverages his 15+ years of experience to mentor junior designers, provide exterior façade concepts and designs for several low, mid and high-rise residential buildings and coordinate construction documents and aid in the CA process.

Paul served as the senior designer for 2230 Cropsey Avenue, 25-34 Jackson Avenue (8 Court Square), 280 East Houston Street and 970 Franklin Avenue, and previously worked on 365 & 363 Bond Street, 261 West 25th Street, PLG, Bankside, 86 Fleet (The Eagle) and 44-01 Northern Boulevard. All while sporting one of the largest rare LEGO minifigure collections.
